The verb 'aḥṣaynāhu' means God has counted, enumerated, and comprehensively encompassed all things, and 'kitāban' means He has written it down precisely. Al-Ṭabarī explains that God enumerated and inscribed everything — the deeds of the disbelievers and all else — so that it is preserved as evidence against them on the Day of Judgment. Al-Qurṭubī adds that this recording takes place both in the Preserved Tablet (al-Lawḥ al-Maḥfūẓ) and in the registers kept by the recording angels, ensuring that the final accounting is established with perfect justice and that nothing is overlooked.
